NEW DELHI/ITANAGAR, Jul 20: Sticking to its position, China has once again issued
stapled visas to sportspersons from Arunachal Pradesh, due to which three Karatekas
were unable to represent India in the 11th Asian Karate-
The Chinese Embassy in Delhi gave staple visas to karatekas Likha Lej (52 kg cadet boys), Tage Saa (65 kg junior boys) and Rei Yadi (53 kg junior girls), secretary Langkung Marik, coach and official Likha Tara, president of Arunachal Karate Federation, which prevented them from flying to China. Indian authorities at New Delhi's IGI Airport had to turn them away because of the stapled visas.
Airport authorities told them that there is a directive from the Home Ministry that stapled visas given to residents of Arunachal Pradesh and Jammu and Kashmir by Chinese embassy is considered illegitimate.
Likha Tara told ATNS that Chinese embassy has singled out Arunachal sports persons whereas the rest of the 35 karatekas were given normal visas.
Tara held the Government responsible for this. “It is our government’s fault and some actions should have been taken. This is unfair," he said.
This is of course not the first time that stapled visas have come in the way of Arunachali sportsmen competing in China. The weightlifting team in 2010 were also held back.

AAPSU President Takam Tatung in a press release termed the whole incident unfortunate. “Because of Visa row in the past too many Arunachalee athletes were denied chance to take part in various sports events held at China. This latest development is setback to sports fraternity of state,” stated Tatung. He further added, “Every time we hear our Indian and Chinese govt hammering out differences. AAPSU has also urged Arunachal and central govts to seriously ponder over this issue.

ITANAGAR, Jul 20: The death toll in the landslide that ravaged the state capital, Itanagar yesterday’s has raised to 4.

Apprehending more loss of life and property damage due to landslide during this rainy season, the district authority has put a complete ban on earth cutting within Capital Complex with effective immediately.
In its executive order, the district magistrate, Itanagar Capital Complex, said that landslide is occurring everywhere due to random earth cutting which has threatened human life and loss of properties.
In another order, the district magistrate has directed all those who have been residing at unsafe places like river bed, nearby nallahs/streams and those who have built houses by cutting sides of hillock without taking adequate protective measures and necessary permission from the concern authority, to shift themselves from those places to a safer place.
Almost all the capital dwellers have been affected by the heavy rains in the last few days. While several have been directly hit by flash floods and landslides almost all have been affected by damages caused to water supply pipelines and power lines.

The village committee appealed to the concern department and local MLA to visit the affected area and provide immediate relief to the affected people. At Nerba Colony ESS Sector also many private properties worth lakhs of rupees were severely damaged in yesterday’s landslide.

Road link to Sangrik Putung colony remains cut off from rest of the district. Even the people can not move out of the colony for emergency purpose due to road blockade, the union said and appealed to the local administration to take step for early clearance of road blockade.

NES says no to govt offer on Thakur issue
ITANAGAR, Jul 20: Nyishi Elite Society has out rightly rejected the Committee constituted by the government to negotiate with Times of India on the news item that had appeared on May 4 with the line that Nyishis do not enjoy good rapport with other tribes of the state.
Terming the effort of the government as a mere gimmick, the NES rejected the committee constituted.
A nine member committee was constituted by the govt with Takar Marde as Chairman and eight others as members after a meeting with Legislators, students and senior leaders of the community.

ITANAGAR, Jul 20: Education Minister Bosiram Siram reiterated the demand for immediate establishment of State Council of Educational Research and Training (SCERT) in the State.
Addressing a review meeting on Teacher Education Programme in the conference hall of the State Institute of Education (SIE) at Gohpur Tinali near here yesterday, the minister appealed to the entire education fraternity of the state to address the quality issues at all stages of school education sincerely.
Arunachal Pradesh cannot afford to lag behind at this crucial juncture when imparting education in the global perspective, he said.
At the elementary school, there is an urgent need to develop local specific curriculum, textbooks and other teaching learning materials to enable the small children to easily correlate with the immediate environment where they live. Similarly, there is also a strong need for subject specific and pedagogy based teacher training programmes so as to enable the teachers to enhance their competencies and commitment on a regular basis, he added.
The SIE, Itanagar, which has been declared as the `Academic Authority' of the State as per A.P. Education Act, 2010, will be upgraded to SCERT immediately to take up the tasks in full swing.
The SCERT with full administrative and functional autonomy will provide necessary academic support for quality education at all stages of school education and advice the Government on various educational issues and problems in decision making, he said.

Kaso question preparedness, seeks govt assistance
ITANAGAR, Jul 20: Itanagar MLA Techi Kaso has expressed shock and grief over the disaster caused by landslides triggered by torrential rains on Tuesday across the capital complex. After making a whirlwind visit to most seriously affected places in and around the state capital, Kaso today knocked the doors of Chief Minister Jarbom Gamlin pleading assistance for the worst affected families. In a submission to the Chief Minister Kaso urged for grant of Rs 50 lakhs for immediate assistance to the capital district for relief and rehabilitation process.
“The loss incurred on Tuesday alone would be more than a few crores, but we need at least Rs 50 lakhs to provide succor to the worst affected families and repair damages caused to various public properties and utility services,” Kaso said while adding that the Chief Minister has responded positively and expressed hope that the pleaded grant would be sanctioned.
The MLA informed that he has directed the concerned departments to immediately assess the damages caused by the natural calamity and submit a detail report for the government to act upon. He assured the people that the government is working full time to redress the situation arising out of the recent rainfall.

In recent time, the escalating bedlam has bruised the district’s image worldwide; regrettably, all the sane souls are silent over the chaotic development Tirap has been coerced into. And the coercion is not only enhancing the sufferings of those common citizen but also navigating the district towards infinite tribulation that humanity has ever witnessed in this land of rising sun.
Life has become too cheap in Tirap, I must add, cheaper than the animals. But who has the heart to speak it out; everyone is scared of the repercussion their voice may attract. Adding woes to the worry is the theory of taciturnity adopted by the elected representatives of the district on this appalling situation. Such act is not only shocking but condemnable. How could they desert their own people in such callous circumstance?
The locals laments that their representatives instead of being with the public for moral support has opted the other way out – maintaining the distance by preferring to keep away from the place and people that has conferred the power and luxurious they are reveling today.
A single gunshot within the state capital is enough to shake our state government but why the ongoing turf battle in Tirap since December 2010 that has seen almost 7 to 8 dead unable to evoke any humanitarian reactions from the state government?
The continued turf war since December 2010 between the two fractions of NSCN and the killing of people in public places are evidence of frailty shown by the security forces posted to secure the Khonsa Township. How the armed revolutionists so easily roam the town with loaded arms without being intercepted by the security forces and murder at their will? Pathetically, the colossal might of security forces are unable to defend the small area such as Khonsa Township with all the human resources and technologies at their disposals; we can imagine how safe it will be when it comes to secure the entire Tirap region.
In 1991 the draconian act Armed Forces Special Power Act 1958 was regulated in the hills of Changlang and Tirap district to proliferate peace in the region. 20 years down the lane, it has only intensified the suffering of the poor villagers and amplified the gross human rights violation by the armed forces. But the primary goal of its implementation – peace, hasn’t been achieved so far and I don’t think it will be achieved in another 50 years. Therefore, considering the ground realities of the AFSPA, it’s time that the state governments seriously consider revoking of AFSPA and replacing it with more humanized Act.
With that first gunshot during December last year and the body that fell with that bullet, section 144 IPC should have been imposed, patrolling should have been intensified and the government should have informed both the fraction of NSCN to avoid civilian places for their brutal activities by honoring the cease fire clauses then perhaps the situation would have been contrasting and little better for the general public. Instead of it, the entire system was and is muffled over the gruesome development. Moreover, it is said by the locals that the security forces rarely patrols the street of the township, and all the killings in broad daylights that too in public domain justifies the statement made by the general public.
Is the situation of Tirap a failure of state government, or the security forces or the local administration? Whom to blame? Will denunciation dissipate the fear and insecurity looming upon the district? Who will answer?
In bothering for life, sadly, Tirap has forever become silent against the atrocities meted out to them by the system. The wailing precinct is yearning for peace, progress and prosperity since last two decades or so. Situation is so deplorable that silence is the only thing that
Tirap doesn’t need as an answer. Unfortunately, this is what the government is offering them – silence.

ITANAGAR, Jul 20: Forum for Siang Dialogue (FSD), Mebo Area Bachao Committee (MABC), Siang Peoples' Forum (SPF), All Adi Youth Association (AAYA), Yomgo Youth Welfare Association (YYWA), Save Siang Association (SSA), East Siang District students' Union (ESDSU) and Bogong Banggo Kebang (BBK) in a joint meeting yesterday has said that all the MOA/MOUs signed by the Govt. of Arunachal Pradesh with all Private Power Developers in the Adi Tribe inhabited areas be reviewed and particularly the MOA signed for the 2700MW Lower Siang Mega Dam.
As the Prior Informed Consent (PIC) was never been obtained from any of the to be affected villages, the Govt. has to arrange for PIC in all the Adi villages, it said.
It further said that even after the review of all the MOU/MOAs for all the Mega Dams in the Adi region, no public hearing has to be convened or called for, before a new Amended Land Acquisition, Relief and Rehabilitation Act is put in place by Govt. of India repealing the present Vague Land Acquisition, Relief and Rehabilitation Act.

Byaling pleads Centre for more schemes under veterinary dept
ITANAGAR, Jul 20: Animal Husbandry and Veterinary Minister Tanga Byaling along with Dr T Taku, deputy director and Dr. B Biswakarma, ARO from the department of Animal Husbandry and veterinary met Rudra Gangadharan, secretary, department of AH, dairying and fisheries under union ministry of agriculture at Krishi Bhawan, New Delhi on July 18.
While elaborating on the schemes being implemented in the state, the Minister requested the secretary to sanction few more schemes, especially in sheep, goat and piggery development and to take up animal disease control programme under veterinary department in the state. Byaling also requested the secretary to extend logistic support on dairy development.
Responding to the request made by the minister for relaxing the funding pattern on few centrally sponsored schemes from the present 75:25 to 90:10 norm, the secretary has promised to look into the proposal.
Pointing out the vast scope for development of animal husbandry sector in the state,

In our move against corruption, are we choosing only the soft targets?
Dear Editor,
I would like to express my deep concern on the way RTI Forum is spearheading an agitation against Minister Atum Welly and his family. My reservations on the matter are on two counts: first, the issue itself and second, the way the protest is organized.
In the first place, the issue is the alleged illegal appointments of the Minister's son and daughter to lucrative Government posts using falsified certificates. If these allegations are true, it is okay. But, question is that are these the only illegal appointments in the state?
It is known to all that so many illegal appointments are made in the past in various Govt departments. The quantum of money to be paid is discussed openly in the society.
There is also mega scam like PDS amounting to hundreds of crores of rupees. Many accused in the scam are still roaming freely. Who will bell the cat? In our move against corruption, are we choosing only the soft targets? Before the last elections our MLAs and Ministers declared their assets. Most of them showed wealth that is disproportionate to their known source of income. Some of them proved to be financial wizards who accumulated assets by more than thousand times in the preceding five years. Bet no one dares to question them and no agitations were held against them. Are we able to get our bills for any contract passed without paying the due 'percentage'?
The point I want to highlight is that we are very selective when we choose issue
for agitation. It is bitter truth that many people take such opportunity to corner
their rivals. The case of Atum Welly is no exceptional. Interestingly, all the people

In my view, nobody should be spared who are found to be involved in corrupt practices. Why should we be selective in fighting corruption? In the name of eradicating corruption we should not target any individual family rather fighting should be against the prevailing system.
Would RTI Forum and other similar organizations rise to the occasion? Would it take up the issue of PDS scam, illegal mining, mega dam issues or the disproportionate assets of our elected representatives and highly placed officers?
I feel that RTI Forum, under the well accepted facade of fighting corruption, has made the general public involved in mess between politicians and few people of a particular district.
The second point on which I have my reservations is the mode of protest. In a democratic set up we have the right to protest. Gandhi showed us the way and today people like Anna Hazare are models for us.
Bandh is one way of protest, but it is not the only way. Today, if we hold a referendum among the people to know their opinion about the bandh culture, I am sure that majority of the people will oppose such practice. Bandh is a form violence perpetrated on the hapless public by a small group of people with vested interests. It also curtails the constitutional rights of people. Those who call the bandh do not suffer from it. They cannot realize the sufferings of daily wage earners, patients and those who need to travel somewhere for one urgent reason or another due to bandh call. Nobody has the right to punish the public how big may be the issue/cause. Bandh is nothing but a harassment. All know that the government has got so used to bandhs that they are immune to it. Why don't we choose the Anna Hazare way and go on a fast in public place. The public will notice your good intentions and spontaneously participate.
It is said that the Japanese used to express their protest by working one extra hour in government offices and factories!
I am sure that many believers of bandh culture may not agree with me.
I hope good sense will prevail upon the bandh sponsors and think twice before calling any bandh calls from now onwards.

Unions and suffixes and prefixes
Dear Editor,
This is with regard to the article written by Taba Ajum on mushrooming of different
Unions, Organizations, Societies, etc. I personally feel that people must know though
the Constitution provides the right to form unions and associations we must equally
consider the disadvantages of it. Mutations of such innumerable groups have only
become a subject of mockery in the state. There are in fact different unions and
organizations which has people from same communities and same districts with different
interests and motives with slight alterations in their suffixes and prefixes. People
are often confused whom shall they heed to and who actually is concerned about their
real cause. Sometimes it is immaterial for an association or union or organization
to see whether people are interested in following them or not, still the members
continue to voice protests. Under such circumstances government can’t concentrate
over an issue as there is equally an opposite force from different groups. For certain
genuine reasons once and for all, public must form a consensus to have a single strong

My side of the story

I want to express my side of version on the Aalo fiasco as of late my name is constantly publicized in the media by the Paktu Ao Youth Welfare Association and the Paktu Area Peoples Forum holding me responsible for the whole episode.
First of all I want to ask both the organization and also to the Galo Student Union that do they have any evidence which shows that the RMSA Guidelines were not implemented while carrying out the Civil Works at Aalo? It is also my question to the press that did they cross check the matter before such publication.

In the meantime, on June 13, Ado again submitted one application in the joint name of himself and Jomkar Loyi, the General Secretary of Paktu Area Peoples Forum asking for more information from the District Mission, RMSA. Within few days, the information sought by them was also prepared and subsequently, were informed to collect it from the office of RMSA, Aalo.
Despite, repeated intimations, instead of turning up to collect the documents, the Paktu Area Peoples Forum signed by Jomkar Loyi General Secy. and Bamo Jini Working Chairman of PAPF gave complaint letter to the State Mission Director, RMSA, Itanagar alleging the District Programme Coordinator cum Nodal Officer RMSA, West Siang District for trampling and violating the Guidelines while carrying out the civil works at the said two schools. Thereafter, they issued repeated press release in the media and finally the PAPF had filed writ petition in the Guwahati High Court, Itanagar Permanent Bench.
As far as the civil works in the District is concern, the District Mission, RMSA
is carrying out it in accordance to the implementation manual issued from the State
Rajya Mission, RMSA, Itanagar. In the matter of engagement of technical department,
the Chairman/ Deputy Commissioner Vide the Order No. WS/USE¬RMSA/CW/2010-
The forum should know that going by the guideline issued by the State Rajya Mission,
Itanagar, SPT buildings would have been constructed in all the schools ( Accra walling
in split bamboo plastered on both sides). However, the District Authority has made
it mandatory for all the contractors to built semi-
Concerning to the empowerment of the Principals/ Headmasters, the construction of works in all the schools got underway only after certificates to this effect were received from them. As instructed, in all the schools the Principal/ Headmasters are closely monitoring the construction works. They have also been empowered to issue completion certificate/ progress report at various stages for release of installments.
As far as Civil Work disbursement is concern, the amount sanctioned for a particular
school is to be deposited in the joint account of the DDSE and the Principal/ Headmaster.
From there it is to be released after maintaining the official process in the District
Mission Office, RMSA. In this regard, the District Mission, RMSA Vide letter No.
WS/LTSEIRMSA/ SMDC/ 2009-
It is worthwhile to mention here that the PAB constituted by MHRD, GOI for Annual
Work Plan & Budget' 2010-
The District Programme Coordinator initiates every file pertaining to RMSA but the final authority is the Deputy Director of School Education cum District Mission Officer, RMSA and the Deputy Commissioner cum Chairman, RMSA. In the given fact, lodging a complaint against the DPC despite all the files maintained as per the rule is a deliberate attempt on the part of the applicants representing the Paktu Area Peoples Forum to malign the image of the undersigned.

Steps towards reducing climate emissions

Environmental NGOs welcomed the tightening of the energy efficiency design index standard but cautioned that because it only applies to new ships replacing older ones at the end of their long lives, the full effects of the decision will take a long time to have any major impact.
In a separate development, the European Commission said it plans to tighten ship fuel sulphur regulations, which should lead to public health savings of billions of dollars, especially in countries like Britain and Holland that border busy sea lanes.
The proposal would cut the maximum permissible sulphur content of fuels to 0.1 per cent from 1.5 per cent from 2015 in sensitive areas such as the Baltic Sea and the Channel, and to 0.5 per cent from 4.5 per cent in all other areas from 2020.
Shipping burns some of the most polluting fuels, and the proposal is expected to fine particle emissions from ships by up to 80 per cent.
